I think the betsafe 30% rakeback depends all on your level of play.
In order to get 30% you need to rake a certain amount.
I have played at betsafe myself, and first of all they have a very simple and quick online support which should give you all the answers you need.
I never had any problems cashing in or out either.

All that sign up via HighstakesDB will automatically be upgraded to 30% rakeback, you do not need to meet any targets. It might take a few days before Betsafe makes the upgrade (do not exchange any points before this), but when they do you will be able to convert all your points balance at the 30% rakeback rate.
EDIT: Regarding deposits and withdrawals - Betsafe is part of a group who is the largest gaming group in Scandinavia and is also noted on the stock exchange. Your money is very safe here, and from what we've heard they have quite speedy withdrawals as well.
