Taking the stance that you just arrived and won a few early pots to get to a $13.25 stack:

For me this is a fold or shove pre-flop to be honest - Taking into account the low stakes and lower skill of the vast majority of the players at this level and the view that they will be pushing harder with a weaker range.

He could be making the same move with 10s, Jacks, AK or AQ. Equally so, if his profile permits, you could put him on larger pockets if he has a tight image and good showdown value. 

The problem with the call here I think is unless you flop a set of queens, you're still guessing and if he continuation bets (as he did) you're left with the same decision you were faced with pre-flop. He could be on a complete continuation bet miss with AK or maybe taking a view his 10's are still good and because of the possibility of you being behind to KK, AA and now on the flop JJ, it's still a tough call.
